Minnesota solicitor general sends letter to judge in lawsuit against Trump administration over Operation Metro Surge

In the state of Minnesota’s lawsuit against the Trump administration over Operation Metro Surge, Minnesota Solicitor General Liz Kramer and Minneapolis officials have sent a letter to U.S. District Judge Kate Menendez pleading with her to take action and provide the state with what they call the “urgent” emergency relief it needs. 

“Plaintiffs, and Plaintiffs’ communities, are in urgent need of a Court-ordered respite to the irreparable injuries Defendants continue to cause to the health, safety, education, and welfare of Minneapolis, Saint Paul, and indeed the entire State of Minnesota,” Kramer and her colleagues write. “This cannot continue. We need the Court to act to stop this Surge before yet another resident dies because of Operation Metro Surge.”

They’re asking Menendez to “put the parties back in their positions before the Surge began and to immediately prevent even further irreparable harms to Plaintiffs’ ability to protect the public health, welfare, safety, and education. This will allow the Court—with the status quo duly preserved—to then examine the facts and the law in due course to consider more durable relief.”

“The record before the Court is more than sufficient to justify this immediate relief: Plaintiffs have demonstrated ongoing, irreparable harm and established serious constitutional claims,” the letter says. “Every day that passes without Court intervention compounds these injuries and undermines the very rights this Court is charged to protect.”

A hearing on Minnesota’s initial motion for relief was scheduled for Monday, well before today’s events transpired. That hearing is still on.

GOP Sen. Bill Cassidy says ‘the credibility of ICE and DHS are at stake’ after Minnesota shooting

Sen. Bill Cassidy, R-La., posted on social media this evening that the “credibility of ICE and DHS are at stake” after the shooting in Minneapolis today.

He called for a “full joint federal and state investigation,” adding, “We can trust the American people with the truth.”

Cassidy faces a primary challenge in his Louisiana Senate race from Rep. Julia Letlow, who has Trump’s endorsement.

‘They’re going to kill some of us,’ protester says

Wearing a respirator, Savannah Thissen, 26, said she was out protesting tonight because, like Pretti, she is a healthcare worker.

“In my industry of love and service, 90% of my co workers and friends and family are immigrants, many of whom are nurses,” she said. “And today they have proven that they’re willing to execute health care workers, immigrants and innocent citizens all.”

“I have to be here,” she added. “I don’t know how I could be at home.”

Thissen said that while there is a “sense of despair is creeping in” the city following its third officer-involved shooting this month, “it’s important that we don’t feed that doom.”

“They’re going to kill some of us. But if we don’t risk our safety now and here, they will just keep killing us,” she said. “If we don’t stand here now, despite the back to back murders and more, they will keep taking.”

Judge orders Trump administration officials to preserve evidence from shooting

A federal judge in Minnesota has blocked the Trump administration from “destroying or altering evidence” related to today’s fatal shooting of Pretti.

The ruling comes after Minnesota state officials filed a lawsuit in Minnesota’s U.S. District Court against officials with the Department of Homeland Security and other agencies seeking a temporary restraining order that would prohibit federal officials from destroying evidence.

Judge Eric Tostrud’s order includes any “evidence that Defendants and those working on their behalf removed from the scene and/or evidence that Defendants have taken into their exclusive custody,” it states.

The suit, filed by the state attorney general, includes the Hennepin County Attorney’s Office and the state Bureau of Criminal Apprehension as plaintiffs and names among its defendants the leadership of several federal agencies, including the DHS.

The lawsuit alleges evidence was taken from the scene of today’s shooting, and it argues “Plaintiffs will suffer irreparable harm to their ability to investigate and enforce state criminal laws and protect the people of Minnesota” unless relief is granted.

“Our office has jurisdiction to review this matter for potential criminal conduct by the federal agents involved and we will do so,” Hennepin County Attorney Mary Moriarty said in a statement announcing the lawsuit.

The DHS did not immediately respond to a request for comment sent late tonight.

A hearing is scheduled on the matter for Monday in Minnesota federal court.

Protester criticizes Trump administration’s characterization of killing

Standing at the site of where Pretti was shot, Rye Miller, 27, slammed the Trump administration’s characterization of his killing.

“Just watch the video,” she said. “There’s like, four or five different angles right now, every single angle that kept coming out today, it just looked worse and worse.”

Miller was holding a black flag, which she said represents “no surrender.”

“If you can be here, you need to be here,” she said. “And so that’s what I remember anytime some sort of hesitation comes up. That’s, that’s what I’ve been telling myself.”

NRA slams California prosecutor for saying law enforcement may be ‘legally justified’ to shoot people who approach them armed

The National Rifle Association slammed Bill Essayli, a top prosecutor in California, for posting that law enforcement may be “legally justified” in shooting people if they approach with a gun. 

Essayli, the first assistant U.S. Attorney for the Central District of California, wrote on X following the shooting of Alex Pretti in Minneapolis: “If you approach law enforcement with a gun, there is a high likelihood they will be legally justified in shooting you. Don’t do it.”

Essayli made the comments in a repost of a Department of Homeland Security’s post about the shooting.

The NRA called that take “dangerous and wrong.” 

“Responsible public voices should be awaiting a full investigation, not making generalizations and demonizing law-abiding citizens,” the NRA said in a response on X

Dozens of protesters were still gathered there tonight in the bitter cold. Some chanted Pretti’s name.

Parents of Alex Pretti say they are ‘heartbroken but also very angry’

The parents of Alex Pretti said they are “heartbroken but also very angry” about the death of their son in Minneapolis today.

“Alex was a kindhearted soul who cared deeply for his family and friends and also the American veterans whom he cared for as an ICU nurse at the Minneapolis VA hospital,” Michael and Susan Pretti said in a statement released through the Minnesota DFL. “Alex wanted to make a difference in this world. Unfortunately he will not be with us to see his impact.”

They rejected an account of the shooting provided by the Department of Homeland Security, which has said a Border Patrol officer fired in self-defense after Pretti violently resisted their efforts to disarm him.

“Alex is clearly not holding a gun when attacked by Trump’s murdering and cowardly ICE thugs,” they said. “He has his phone in his right hand and his empty left hand is raised above his head while trying to protect the woman ICE just pushed down all while being pepper sprayed.”

“Please get the truth out about our son,” they said. “He was a good man.”

Hundreds gather at vigil for Alex Pretti

Hundreds of people gathered at a vigil for Alex Pretti in Minneapolis’ Whittier Park this evening. By 8 p.m. ET, dozens remained.

Mourners laid flowers, candles and signs on a snow-covered field to honor the ICU nurse. The near silence at the gathering contrasted with the sounds of chaos in pockets of the city earlier today.

“You are loved and missed Alex Pretti,” one sign reads. “You have saved so many lives and you inspire so many others.”

Ayden Ehrhardt, 25, said she was at the vigil to be around community and was angry that Pretti’s killing was the city’s third officer-involved shooting this month.

“We’ve all been hurting now for a long time,” she said. “And I think people are just kind of at their breaking points a little bit.”

Cecilia Brown, 24, was one of dozens of mourners at the park this evening. For people beyond the city of Minneapolis, she said Pretti’s killing was a warning.

“This has to stop now or else ICE will keep terrorizing other communities and we don’t want that to happen,” she said. “This should be the last of it, but I fear it’s not.”

Police chiefs association urges White House to de-escalate tensions between local and federal law enforcement

The International Association of Chiefs of Police — the largest association of police executives — has issued a statement urging the White House to intervene and de-escalate tensions between federal and local law enforcement. 

“The IACP calls on the White House to use its convening authority, as soon as practicable, to bring together thoughtful federal, state and local law enforcement leaders for policy-level discussions aimed at identifying a constructive path forward,” the statement, given first to NBC News, said.

The statement comes as the Trump administration has called for local law enforcement to engage in immigration enforcement or provide protection for ICE and CBP officers. 

In Minnesota, local police executives have voiced strong concerns about ICE operations. 

Earlier this week in Brooklyn Park, Police Chief Mark Bruley said immigration officers stopped one of his off-duty officers while she was driving, had their guns drawn and knocked her phone out of her hands as she attempted to record them.

Brooklyn Park is located about 10 miles northwest of Minneapolis.

A DHS spokesperson told NBC News on Wednesday that the agency could not find record of that incident.

The IACP statement urged leaders to “support calm, lawful engagement and policies grounded in proven practice that strengthen accountability.”

“The IACP reaffirms its commitment to the constitutional protections that safeguard individuals from unlawful or unreasonable searches and seizures, recognizing that public trust and effective policing depend on faithful adherence to these fundamental rights,” the statement said.

Protesters file emergency request to reverse appeals court ruling

Attorneys for several Minnesotans who filed a lawsuit against the Trump administration this month over the treatment of peaceful Minneapolis protesters by federal agents are tonight asking the 8th Circuit Court of Appeals to reverse an administrative stay it issued earlier this week. 

The administrative stay reversed a lower court’s ruling, which blocked federal law enforcement from retaliating against people engaged in peaceful and unobstructive protest activity, using pepper-spray or similar nonlethal munitions and crowd dispersal tools. 

“This morning a second Minnesotan, Alex Pretti, was killed by federal agents. In response, Appellees anticipate that thousands of protesters and observers will continue to take the streets to exercise their constitutional rights,” attorney Kyle Wislocky wrote. “As the thousands of federal agents deployed to Operation Metro Surge interact with those protesters and observers, it is more essential than ever to reinstate the district court’s narrow, considered injunction to prevent violent retaliation against individuals exercising their constitutional rights.” 

Wislocky said the harm is becoming more irreparable by the hour. “In these circumstances, every hour that a stay remains in place presents new opportunities for irreparable injury to protesters and observers. To prevent that imminent, irreparable harm, Appellees respectfully request that the Court lift the administrative stay immediately.”

Pretti would never seek to hurt someone, former colleague and friend says

It’s been almost 17 years since Robert Alver worked with Alex Pretti in a university science lab, but his memories have not faded.

Alver, a medical affairs professional who lives near northeastern Minneapolis, told NBC News that he vividly remembers Pretti’s unfailingly positive attitude every morning as he bounded into the research lab they shared at the University of Minnesota. Alver was then getting his Ph.D. Pretti was an undergraduate technician.

“Your day just gets better when Alex is around,” Alver said, fighting back tears and referring to his former colleague in the present tense. “He would come into the lab [with] a big smile on his face… It’s something very striking, especially for a college kid who doesn’t have two beans to rub together.”

Alver, who met Pretti sometime in 2009, praised the late ICU nurse’s “incredible work ethic,” saying he was “everything you would want in a colleague and a friend.”

This afternoon, Alver saw a clip of Homeland Security Secretary Kristi Noem accusing Pretti of “wishing to inflict harm on these officers” in part because he was “brandishing” a gun. Noem’s comments “incensed” Alver.

“There is no way on God’s green Earth that he would ever be going anywhere to hurt somebody. He would had to have had a complete personality transplant,” Alver said.

Pretti was a 2011 graudate of the University of Minnesota’s College of Liberal Arts, campus spokeswoman Briana Reenshuler confirmed to NBC News.

“He was no longer a student nor employed by the University at the time of his passing,” Reenshuler said in an email.

Minneapolis man says Alex Pretti aided his dying father at a Minnesota VA

A Minneapolis man said Alex Pretti, an ICU nurse, aided his dying father during his last hours at a Veterans Affairs Health Care facility in Richfield, Minnesota.

Mac Randolph posted a video to Facebook of his father Terry Randolph’s last moments on Dec. 10, 2024. In it, a man he identified as Pretti, assigned to care for his father as an ICU nurse, is at his bedside along with a few family members and other healthcare workers.

“Today we remember that freedom is not free,” the man identified as Pretti says in the video. “We have to work at it, nurture it protect it, and even sacrifice for it. We grant him our honor and our gratitude.”

Terry Randolph, born in 1947, was a U.S. Air Force veteran who served in Libya, Mac Randolph said in a phone interview with NBC News. Terry Randoph was suffering from lung cancer and receiving radiation treatment when he succumbed to heart failure, the younger Randolph said.

He was in an intensive-care unit when he passed, the son said. Veterans Affairs personnel were unable to transfer the father to a “regular” hospice unit, he said, so they treated him at the Richfield location. 

“Alex was there the final night providing morphine and pain relief,” Mac Randolph said. “Just the sweetest person you can imagine.”

He described Pretti as providing guidance and aide beyond his medical faculties.

“They had to turn the oxygen off at a certain point,” he said. “Alex was there to walk our family through the process.”

Mac Randolph said his sense was that Pretti’s work at the location was motivated by dedication more than income.

“It’s a sacrifice he makes,” Mac Randolph said. “He wanted to be there for those veterans.”

He’s concerned Pretti’s character may be sullied by lies.

“He was an incredibly compassionate person,” Mac Randolph said. “I don’t want them to assassinate this guy’s character.”

AG Pam Bondi sends letter to Minnesota Gov. asking to repeal sanctuary policies

Attorney General Pam Bondi sent a three-page letter to Minnesota Gov. Tim Walz today requesting records and a repeal of sanctuary policies. 

“You and your office must restore the rule of law, support ICE officers, and bring an end to the chaos in Minnesota,” she wrote in the letter, which was obtained by NBC News.

She asked for a repeal of sanctuary policies, which generally limit local cooperation with federal immigration officers. Bondi asked Walz to have all detention facilities in the state cooperate with ICE and allow federal immigration officers to interview detainees to determine their immigration status. 

She also requested all state records on Medicaid, food stamps and other food nutrition programs so federal authorities can investigate potential fraud. 

Bondi also requested the Department of Justice Civil Rights Division access state voter rolls to “confirm” that voter registration practices comply with federal law.

Schumer says Senate Democrats will not pass spending bill if DHS funds are included

Senate Minority Leader Chuck Schumer, D-N.Y., said in a statement that Senate Democrats “will not provide the votes” necessary to pass the upcoming appropriations bill if the Department of Homeland Security funding bill is included in it.

The Senate is expected to vote on an appropriations bill next week. If the spending bill goes without the necessary Democratic support to pass, it could mean a partial government shutdown at the end of the month. The legislation needs 60 votes to secure passage in the chamber, where Republicans control 53 seats.

Republicans now face mounting pressure to break the DHS funding bill off in order to acquiesce to Democrats’ demands in the wake of another shooting by federal officers.

Senate Democrats will have a caucus call tomorrow morning to discuss the path forward, a Senate source told NBC News.

“What’s happening in Minnesota is appalling —and unacceptable in any American city,” Schumer said in his statement.

“Democrats sought common sense reforms in the Department of Homeland Security spending bill, but because of Republicans’ refusal to stand up to President Trump, the DHS bill is woefully inadequate to rein in the abuses of ICE. I will vote no,” the senator continued.

Alex Pretti’s ex-wife tells AP he protested after death of George Floyd

The ex-wife of Alex Pretti told The Associated Press that he was a Democratic voter and had participated in the wave of protests after George Floyd was killed by a Minneapolis police officer in 2020 not far from the neighborhood where they previously lived.

Rachel Canoun told the AP that she was not surprised that Pretti would be involved in protesting Trump’s immigration policies.

She said Pretti was someone who might shout at law enforcement but that she had never known him to be physically confrontational.

“These kinds of things, you know, he felt the injustice to it,” Canoun told the AP. “So it doesn’t surprise me that he would be involved.”

She said Pretti received a permit to carry a concealed firearm three years ago and that he had owned at least one handgun when the two separated.

“He didn’t carry it around me, because it made me uncomfortable,” she said.

She told the AP she had not spoken to Pretti since they divorced more than two years ago and that she had moved to another state.

Sen. Lindsey Graham plans to introduce legislation to end sanctuary cities

Sen. Lindsey Graham, R-S.C., told NBC News that he plans to introduce legislation “to end sanctuary city policy in the United States once and for all.”

The senator said he has been in discussion with both President Donald Trump and Attorney General Pam Bondi on the matter, adding that he is working with the White House to craft the legislation. Graham said the legislation will be introduced next week.

“Sanctuary city policy leads to massive fraud and rip-off of the taxpayer, incentivizes illegal immigration and breaks down law and order,” Graham said in a phone call with NBC News.

Graham said that he has “been for rational immigration policies, but until you eliminate sanctuary cities, you can’t have rational immigration.”

“If a Republican doesn’t support getting rid of sanctuary cities, I don’t think they will be Republicans for very long,” the senator said in a phone call. “I am hopeful that some Democrats will see the benefit of the legislation, and it will become bipartisan.”

Graham added that he is “certain” that the “average American will be with us on this journey.”

“Most Americans overwhelmingly do not like the idea of sanctuary cities because they lead to massive fraud and chaos,” the senator said.

Sanctuary cities are generally those with jurisdictions that prohibit local officials from assisting federal officers in immigration enforcement. That can include protections for residents like blocking local law enforcement from asking people about their immigration status and refusing to hold individuals in custody solely due to federal detainer requests.

American Nurses Association ‘disturbed’ by death of Alex Pretti

The American Nurses Association said it is “deeply disturbed and saddened” by the fatal shooting of Alex Pretti, a registered nurse, in Minneapolis today. 

“We extend our condolences to Alex’s loved ones, colleagues, and the community at large,” the group said in a statement.

ANA demanded a transparent investigation and called for the findings to be shared promptly, “so Alex’s loved ones and the public have answers.”

The association said it is concerned for the safety of nurses on the job and in the communities they serve amid federal immigration operations.

“Nurses are advocates for the safety and well-being of their communities. They enter this profession to heal, to protect human life, and to show up for people in their most vulnerable moments,” the statement said.

Man fatally shot in Minneapolis was member of American Federation of Government Employees union

The man fatally shot by federal officers today in Minneapolis was a member of the American Federation of Government Employees labor union.

The union said in a Facebook post that it had received confirmation that Alex Jeffrey Pretti, a member of AFGE Local 3669, was killed in Minneapolis.

“Video of the incident is circulating on social media, and the Department of Homeland Security has publicly stated that the victim was brandishing a weapon at officers. However, based on the video currently available, that claim is not clearly established,” the union said in its post.

“This is an unfolding and extremely serious matter. Until we have verified facts, it is important that we refrain from speculation or drawing conclusions,” the union said. “What we do know is this: a member of our union lost their life today, and that alone is devastating. Our hearts are heavy, and we are deeply stricken by this tragedy that has befallen one of our own.”

The labor union says it represents 820,000 federal and D.C. government workers across the United States and globally.

U.S. Conference of Mayors urges bipartisan effort to de-escalate conflict in Minnesota

The U.S. Conference of Mayors released a statement on today’s shooting emphasizing the importance of bipartisanship in finding a way to end the “unnecessary conflict.”

“As American mayors representing cities large and small — Republican, Democratic and Independent — we state today with a united voice that this turmoil must come to an end,” the statement read.

“No American — regardless of their views on immigration — wishes for our country to continue to endure this unnecessary conflict,” the statement continued.

The mayors coalition noted that ICE has operated for 23 years, under both Republican and Democratic administrations, saying it is a “reminder that immigration enforcement can exist and function in this country without national upheaval.”

“What has occurred in recent weeks in Minneapolis and surrounding communities, and threatens to escalate around the country, is not acceptable. And history reminds us that it is absolutely avoidable,” the statement said.

Noem sidesteps questions on whether man shot by federal officers pulled a gun

DHS Secretary Kristi Noem declined to say whether the man killed Saturday pulled out a gun before he was shot by immigration officers.

Instead, Noem, speaking at a news conference, questioned why an individual would have a gun at a protest. It is legal to carry a gun in Minnesota, and Minneapolis Police Chief Brian O’Hara said earlier today that the man legally owned a weapon.

“I don’t know of any peaceful protester that shows up with a gun and ammunition rather than a sign,” Noem said.

DHS is taking lead on fatal shooting probe, deviating from norm

Two federal law enforcement sources tell NBC News that DHS is taking the lead on investigating today’s fatal shooting in Minneapolis and that the Department of Justice and FBI are assisting.

This differs from standard procedure and raises questions about whether there will be a criminal civil rights investigation. Normally, the FBI would take the lead in a shooting involving a Department of Homeland Security officer, and there would be a parallel internal Customs and Border Protection Office of Professional Responsibility investigation.

The news comes as questions have been raised around the investigation into Renee Good, in which six prosecutors and an FBI agent have resigned. NBC News has reported that the prosecutors resigned over concerns about the direction of the investigation.

DHS claims protester in Minneapolis ‘bit off’ officer’s finger

Department of Homeland Security Secretary Kristi Noem said that a protester in Minneapolis bit off a Homeland Security Investigations officer’s finger following the shooting earlier today.

“Hundreds of protesters then showed up at the scene. They began to obstruct and to assault law enforcement officers,” Noem said at a news conference. “We saw objects being thrown at them, including ice and other objects, and a rampant assault began, and even an HSI officer agent’s finger was bitten off.”

NBC News has not verified that claim. Noem’s allegation comes after DHS spokeswoman Tricia McLaughlin wrote on X that a “rioter” in Minneapolis “attacked our law enforcement officer and one of them bit off our HSI officer’s finger.”

McLaughlin added in her post to X that the officer “will lose his finger.”

The post included graphic images of what appears to be the tip of a finger, which was allegedly “bitten off.”

Minnesota Sen. Tina Smith: ‘Americans should be outraged’

Sen. Tina Smith, D-Minn., decried the fatal shooting of Alex Jeffrey Pretti in Minneapolis today.

“Eyewitness video shows once again reckless, violent and dangerous federal agents taking the life of a Minnesotan,” she said at a news conference.

She slammed the Trump administration for calling Pretti a domestic terrorist, saying he was a U.S. citizen, a Minneapolis resident and a VA nurse.

Noem says Walz, Frey ‘encourage violence’ against federal officers

Homeland Security Secretary Kristi Noem blamed Minnesota Gov. Tim Walz and Minneapolis Mayor Jacob Frey for the ongoing clashes between residents and federal immigration officers after today’s shooting.

“We’re praying for this deceased loved one’s family and friends, but we also recognize that the Minnesota governor and the Minneapolis mayor need to take a long, hard look in the mirror,” Noem said a press conference.

“They need to evaluate their rhetoric, their conversations and their encouragement of such violence against our citizens and our law enforcement officers,” the DHS head continued.

Minneapolis police chief calls for protests to be peaceful

Minneapolis Police Chief Brian O’Hara called for locals to protest peacefully in the wake of today’s fatal shooting. 

He noted that National Guard members will wear yellow fluorescent safety traffic vests as they work alongside uniformed Minneapolis police officers.

Earlier today, protests escalated as individuals erected barricades and threw glass bottles and ice chunks at law enforcement, O’Hara said at a news conference. State and local law enforcement deployed less-than-lethal and gas munitions in response. The situation is now peaceful, he said.

“We understand the hurt and frustration that this causes,” he said. “But again, if you choose to come out, if you choose to demonstrate, peacefully assemble, do so lawfully, and understand that the men and women in this uniform standing here tonight are committed, first and foremost to protecting the lives of every single person in this city.”

Mayor Jacob Frey says city will ask judge for temporary restraining order against immigration operations

Minneapolis Mayor Jacob Frey said at a news conference that the city is filing a declaration “to encourage the judge to rule on a temporary restraining order on Monday” to stop federal immigration operations in the city.

NBC News has reviewed two videos showing different angles of the confrontation between federal officers and protesters that led to the fatal shooting of a civilian in Minneapolis earlier today.

The videos shows the officers wrestling a man, identified as Alex Pretti, to the ground before he is shot multiple times as protesters filmed the immigration agents.

One video shows Pretti was checking on another protester who was pushed by the federal officers. The the officers and Pretti then get into an altercation where he and the other protester are dragged to the ground and surrounded by multiple officers. A series of shots is heard before the officers back away from the man on the ground.

Minnesota AG says he’ll go to court Monday to try to boot ICE from the state

Minnesota Attorney General Keith Ellison said his office will attempt to oust ICE and Border Patrol from the state.

In a statement posted on X, Ellison called immigration enforcement’s presence in Minnesota an “illegal and unconstitutional occupation.” Citing today’s fatal shooting, he said that the immigration agencies have been inflicting terror and violence in the state.

Ellison did not expand on what legal arguments he would bring to court on Monday.

Massachusetts Gov. Maura Healey has called on Trump to cease ICE’s immigration enforcement operation in Minnesota.

Neighbor describes Pretti as a ‘gentle, good person’

Jeanne Wiener, one of Pretti’s neighbors, said she has known him for about five years and described him as a “gentle, good person” who posed no threat to anyone.

“He would never, ever attack a police officer,” she said, adding that she was surprised to learn today that Pretti was a gun owner because he was so “gentle.”

Wiener added that while she did not know much about his personal life, she believed Pretti lived alone and had a dog. Family told the AP that his Catahoula leopard had recently died.

Man fatally shot by federal officers in Minneapolis identified by his parents as an ICU nurse

The man fatally shot by federal officers in Minneapolis on Saturday has been identified as 37-year-old ICU nurse Alex Jeffrey Pretti, family members confirmed to The Associated Press

Pretti, who was born in Illinois, does not appear to have a criminal history, aside from two traffic violations. His family told the AP that prior to Saturday, Pretti had never had any interactions with law enforcement beyond the traffic tickets.

A LinkedIn profile that appears to belong to Pretti says that he attended the University of Minnesota. State records show that Pretti was registered as a nurse in Minnesota as of 2021. His license was set to expire on March 31, 2026.

Family members told the AP that Pretti participated in protests following Good’s death.

“He cared about people deeply, and he was very upset with what was happening in Minneapolis and throughout the United States with ICE, as millions of other people are upset,” his father, Michael Pretti, told the AP. “He felt that doing the protesting was a way to express that, you know, his care for others.”

Pretti’s parents recalled recent conversations in which they warned Pretti to be careful about protesting.

“We had this discussion with him two weeks ago or so, you know, that go ahead and protest, but do not engage, do not do anything stupid, basically,” Michael Pretti said. “And he said he knows that. He knew that.”

Trump reiterates claims of Somali fraud in Minnesota, alleges ‘cover up’

In two Truth Social posts following today’s shooting, Trump furthered claims of fraud and alleged “this” was part of a “cover up.”

It was not immediately clear what the president was referring to as a cover-up. The posts came after he initially posted a photo of a gun that federal authorities said was taken off the man who was killed by federal officers. In that first post, Trump wrote: “Much of what you’re witnessing is a COVER UP for this Theft and Fraud.”

In the subsequent posts, he repeated those claims.

“AMONG OTHER THINGS, THIS IS A ‘COVER UP’ FOR THE BILLIONS OF DOLLARS THAT HAVE BEEN STOLEN FROM THE ONCE GREAT STATE (BUT SOON TO BE GREAT AGAIN!) OF MINNESOTA!” the president’s post stated.

Trump continued in a third post: “It is actually possible that the total amount of money stolen, over the years, by Corrupt Politicians and Fraudsters, from Minnesota, will exceed $100 Billion Dollars.”

“In any event, whether it is or isn’t, the Theft, Incompetence, and Fraud is MASSIVE! Sadly, whatever numbers we find, California, and other Democrat run States, WILL BE WORSE,” the president wrote.

The posts come as Trump has repeatedly attacked the Somali community in Minnesota in recent weeks and connected it to allegations of fraud there.

In 2022, during the Biden administration, federal prosecutors uncovered a scheme to defraud a pandemic meals program in Minnesota’s Somali community, leading to charges against dozens of defendants and a growing number of convictions.

But, in a new surge of online commentary by right-wing influencers, the years-old scandal has been recirculated and now used as a suggested reason to target East African migrants in the Minneapolis area. Within days of the story taking hold online, Homeland Security Secretary Kristi Noem posted on X that federal officers were “on the ground” in response.

Local resident recounts shooting aftermath

Brennan Gasser, 34, who lives in an apartment above the site of the shooting, got out of bed at about 9 a.m. ET when he heard whistles coming from outside.

When he ran outside, he said he saw about a dozen federal officers surrounding a man lying face down on the ground, and then people who appeared to be paramedics flip his body over to perform CPR.

He said he did not see any weapons on the man or on the ground near where the man’s body lay.

Gasser said that while he did not see the shooting, the fact that the man was armed should not justify a shooting.

“In my opinion, in this circumstance, we have the right to bear arms,” he said. “If you had a weapon and they shot him because he was holding a weapon, that’s extremely unjust. People who support the other side should see that if you own a gun, it’s not cause to be shot dead in the streets.”

Bovino said agent was ‘fearing for his life’ when he fatally shot man

In a brief news conference, Border Patrol Commander Gregory Bovino laid out the law enforcement allegations around the fatal shooting in Minneapolis, alleging that an agent fired “defensive shots.”

Bovino read from a statement that DHS earlier released that stated the man was in possession of a gun. He did not reveal more details around the circumstances. The man legally owned a weapon and it is legal in the state of Minnesota to carry a weapon, Minneapolis police Chief Brian O’Hara said earlier today.

“During this operation, an individual approached U.S. Border Patrol agents with a 9 mm semiautomatic handgun,” Bovino said. “The agents attempted to disarm the individual, but he violently resisted. Fearing for his life and the lives and safety of fellow officers, a Border Patrol agent fired defensive shots.”

Bovino added that the agent was an experienced law enforcement officer.

“The officer was highly trained and had been serving as a Border Patrol agent for eight years,” Bovino said. “The officer has extensive training as a range safety officer and less-lethal officer.”

Bovino did not specify whether a weapon was brandished at the time that his agents say their lives were in danger.

Questions were then cut off and the press conference ended.

Gov. Tim Walz said his government directly asked Trump’s chief of staff this morning to get ICE agents out of Minnesota.

Walz said he spoke with Trump’s chief of staff, Susie Wiles, twice on Saturday, and in one of the calls he implored the White House to withdraw immigration agents from his state.

Rep. Tom Emmer blames shooting in his home state on ‘dangerous rhetoric’ from Democratic colleagues

House Majority Whip Tom Emmer, R-Minn., responded to the shooting in his home state with a social media post, writing that Gov. Tim Walz and other local leaders’ “rhetoric has empowered criminals and put federal law enforcement’s lives at risk.”

Border Patrol union decries circumstances around fatal shooting

The official union of U.S. Border Patrol workers released a statement on social media blaming the latest fatal shooting in Minneapolis on the person who was killed, on the media, and on “the politicians.”

“Border Patrol agents are trained extremely well to protect themselves, their fellow agents, and innocent third parties,” the union wrote on X.

The statement went on to raise questions about whether the man who was killed was “peaceful,” and alleged he brandished a weapon that government officials said was found on him. The Department of Homeland Security has not yet explained the circumstances around the incident. A news conference is pending.

“When a supposed ‘peaceful’ protester brings a weapon (such as a loaded handgun) and brandishes it, there are going to severe consequences and repercussions,” the union wrote.

ICE clears scene, leaving behind smoke and chaos

ICE appears to have left the area surrounding the shooting after clearing the streets with smoke bombs.

Dozens of marked and unmarked vehicles just drove off the scene of the shooting. Masked men could be seen driving the vehicles.

Protesters hurled snowballs and explicit words at the agents. In return, agents sprayed mace, tear gas and threw smoke bombs at protesters.

What’s left on East 26th Street is a cloud of smoke.

It appears the law enforcement officers blocking off Nicollet Ave are local. They’re wearing uniforms that say “POLICE” and “conservation officer.”

Minnesota lawmakers call for ICE to leave the city after ‘another catastrophic shooting’ in Minneapolis

Several members of Congress from Minnesota have condemned the shooting in Minneapolis, with Rep. Ilhan Omar, D-Minn., writing on X that it “appears to be an execution by immigration enforcement.”

“I am absolutely heartbroken, horrified, and appalled that federal agents murdered another member of our community,” Omar continued, adding that the shooting “isn’t isolated or accidental.”

Sen. Amy Klobuchar, D-Minn., wrote on X urging the Trump administration to “get ICE out of Minnesota NOW.”

“The world is watching. Thousands of citizens stopped and harassed. Local police no longer able to do their work. Kids hiding. Schools closed,” the senator added. “And Republicans in Congress: Stop your silence and stop being complicit.”

DHS spokesperson said suspect approached agents with gun before shooting

A spokesperson for DHS said law enforcement officers were “conducting a targeted operation” this morning in Minneapolis “against an illegal alien wanted for violent assault.”

While they were conducting that operation, the spokesperson said, someone approached the officers with a 9 mm semiautomatic handgun.

The spokesperson said the person “violently resisted” after attempts to disarm them, adding that more details on the “struggle” are forthcoming.

“Fearing for his life and the lives and safety of fellow officers, an agent fired defensive shots,” the spokesperson said. Medical aid was given to the suspect, but the suspect was pronounced dead at the scene.

The suspect had two magazines and no identification, the DHS spokesperson said.

After the shooting, around 200 “rioters” arrived at the scene “and began to obstruct and assault law enforcement on the scene,” the spokesperson continued. Crowd control measures were used, they added.

Mary Moriarty, the Hennepin County attorney, said her office is “aware of reports of a federal agent having shot an individual in Minneapolis this morning.”

Moriarty added her office is working with the Bureau of Criminal Apprehension “to coordinate a state response.”

Law enforcement is working on securing the scene so it can collect and preserve evidence, she said.

Federal agent involved in shooting, officials say

Federal agents shot a person in Minneapolis, Gov. Tim Walz said.

City officials in Minneapolis also said they are aware of reports of a possible shooting involving a federal law enforcement agent.

Today’s incident took place in the area of West 26th Street and Nicollet Avenue. It was captured on a video posted to Facebook and verified by NBC News.

“We are working to confirm additional details. We ask the public to remain calm and avoid the immediate area,” the city said in a Facebook post.
